NAPA — October 26, 2026. Property owners, renters, developers and small businesses have an opportunity to review the city’s proposed Zoning Ordinance and Zoning Map at a special Planning Commission hearing Wednesday, October 28, at 5:30 p.m. The meeting is scheduled for City Hall Council Chambers, 955 School Street.
Why a zoning ordinance affects everyday life
Zoning rules determine which types of uses may be allowed on parcels, how development reviews work, and how standards for buildings, setbacks and certain business activities are applied. Napa is updating the rules to bring them in line with the Napa 2040 General Plan, the city’s adopted Sixth Cycle Housing Element and state law. The update is intended to be more understandable than the existing code.
Revisions made after public comments
City planners released a draft errata document revised October 22 identifying changes proposed after feedback on the public review draft. Readers should inspect the latest errata and zoning map, not only an older draft, before objecting to or supporting a particular land-use classification.
The October 28 hearing allows the Planning Commission to consider the proposed map and rules and make a recommendation to City Council. It does not itself enact the full ordinance. Final changes, if approved, must proceed through the relevant legislative process; California58 is not reporting that the new zoning rules have already taken effect.
How to follow the process
The city hosts the latest draft ordinance, draft zoning map, errata and meeting details. Planning Manager Ryder Dilley is listed at 707-257-9225 for questions. The City’s October 23 newsletter also reminds residents of the public hearing.
