NAPA — November 7, 2026. California’s Attorney General has scheduled a public meeting on the proposed $450 million sale of Queen of the Valley Medical Center and related clinics to NorthBay Healthcare. The transaction is under state review; it has not been described by the Attorney General as an already completed transfer.

When and where the public can comment

The hearing is set for Tuesday, November 17, at 1 p.m. in the Le Puy Conference Room at Queen of the Valley Medical Center, 1000 Trancas Street, Napa. People may also submit written comments to HealthTransactions@doj.ca.gov by Friday, November 20. The state also accepts mail at its Healthcare Rights and Access Section, Health Facilities Unit, 1300 I Street, Sacramento, CA 95814.

What’s involved in the proposal

The Attorney General describes a transaction involving hospital owner St. Joseph Health Northern California LLC and Providence Medical Foundation transferring assets used for the hospital and Napa specialty clinics to NorthBay entities. The hospital has 198 licensed acute-care beds, including intensive-care and perinatal capacity. Providence states that its aim is to sustain healthcare services in Napa County and nearby areas.

What residents may want to ask

Patients, healthcare workers and other residents can raise questions about continued services, access, staffing, affordability and continuity of care. Those questions concern the potential impacts of the proposal, not evidence that any service has already been cut as a consequence of the sale. The Attorney General must review the transaction under applicable nonprofit hospital rules.
